La Optimización de Trámites Administrativos en Ecuador y su Impacto en la Percepción de la Calidad de los Servicios

This study evaluated the effectiveness of the Law for the Optimization and Efficiency of Administrative Procedures in Ecuador by analyzing the Procedures Simplification Plans for the years 2022 and 2023 and their relationship with the behavior of the index of perception of the quality of public services, according to INEC studies. The study shows that, although a significant reduction in administrative costs was achieved through strategies such as process reengineering and the elimination of redundant procedures, the results did not translate into a substantial improvement in citizens' perception of the quality of public services.
The research was based on the analysis of quantitative data provided by the Ministry of Telecommunications, Electronic Government and Information Society, which included information on the number of simplified procedures, the strategies used and the associated costs. Among the most relevant findings is the high participation of public institutions in the Simplification Plans, as well as the diversity of strategies implemented.
The results of this study suggest that, although the simplification of procedures is an important step towards a more efficient public administration, it is necessary to complement these initiatives with other actions aimed at improving the quality of citizen service, transparency and citizen participation. Future research could explore in greater depth the factors that influence citizen perception of public services, as well as evaluate the impact of the methodology of the Plan for the Simplification of Procedures and its impact on the perception of the quality of public service.
